A withholding-certificate register row - Form 131 (non-salary TDS, ex-16A), Form 16 (salary) or Form 27D (TCS) - one per deductee per FILED quarterly return, generated by the certificate action with numbering TAN/kind/FY/quarter/sequence and totals rolled up from the return's rows. The certificate number is stamped back onto the underlying TdsTransaction rows so ledger, reconciliation and register cite the same reference. Status runs Draft to Issued; regeneration replaces Draft rows but a return with Issued certificates is locked.
