A thin reference list of insurance schemes, holding only a name and the insurer's own name for the same scheme so external naming can be reconciled with internal naming. It is used purely as an optional grouping dimension: Insurer, IncentiveTarget and CompensationLine each carry an InsuranceSchemeId, so incentive targets and compensation lines can be measured per scheme.
