One plan member's quota on one incentive target in one incentive period: the number the member must reach. Achievement is the achieved value divided by this quota, rounded down to a whole percentage, and the incentive line's compensation slabs pay on that percentage. Quotas are generated by the Generate incentive target quotas job when the target's Target Value Type is Fixed Value, Value Across Periods or Value Across Resources (updated in place, so typed values are overwritten on regeneration; Approved and Posted periods are never changed). For Resource Target types they are imported. Several quotas for the same member, target and period are added together when scored. A target without a KPI configuration does not qualify for a member with no quota; a target with a KPI configuration falls back to its own Value. Edited on the plan's Targets by Resources grid, which changes existing quotas only.
