One person (Resource) in one resource group. Members are added by hand, from the group's Related tab or the Resource Group Members list, or by import. Nothing creates or removes them automatically. The membership is read by queue routing, assignment rules with a Members of a resource group pool, incentive plan enrolment and the allocation console's Resource group scope chip. Each of those features applies its own checks to the person, such as being active or linked to a user. Adding the same person twice is not refused, and does no harm.
